European University instead of parliament in Strasbourg

As argued by Grégory Claeys and Dirk Schoenmaker in their opinion piece "Now is the time to open Strasbourg’s ‘Bronislaw Geremek’ European University", we ask the French government to not veto such a proposal to establish a European University in place of the European Parliament in Strasbourg.

the European Parliament moves 400 km south once a month
almost 4000 people temporarily relocate from Brussels to Strasbourg to facilities that are only used four days per month
the travelling circus also provides fuel for euro-scepticism
having two European Parliament seats costs almost €114 million per year
and request
to establish an undergraduate European University in Strasbourg as compensation.
